Guam Pavement Management System (PMS)and Ride Quality Specifications

STE's experienced professionals developed and implemented a Pavement Management System (PMS) for the Island of Guam. STE collected distress data using the MicroPAVER Distress Identification Manualfor the entire island's roadway network. The MicroPAVER system uses the Pavement Condition Index (PCI)for rating a pavement condition. The PCI ranks pavement condition on a scale from 0 (i.e., representing a failed pavement) to 100 (i.e., representing an excellent pavement with no observed distresses). Using the newly developed PMS database, STE provided recommendations for various maintenance, corrective, and rehabilitation activitiesfor the Guam roadway network. In addition, STE developed various specifications and protocols for improving the ride quality (i.e, the International Roughness Index, IRI) in Guam.
